**Cloudflare (`cf_local`):** When `cf_local` is configured with `CF_AI_API_KEY` and `CF_ACCOUNT_ID`, the gateway uses Workers AI. **OpenAI-shaped** chat and embeddings dial through Bifrost to the Workers AI `/ai/v1` base URL. **TTS/STT** also enter Bifrost; a PreLLMHook plugin short-circuits them onto the in-process Cloudflare extension `/ai/run` path (Workers AI has no `/ai/v1/audio/*` OpenAI-compat routes; live spike returned `400 No route for that URI`). **System One** (`POST /v1/systemone`)
