3. External calls additionally require `allow_external_jev: true` in the policy, `TYPESAFE_API_KEY`, and `approved_sha256` matching the outgoing payload. A hash detects changed payloads; it is not a substitute for human permission and is not a security boundary against an agent that can generate hashes or edit policy.
